If corruption is a serious problem, then serious tools should be used to tackle it. EU countries have the necessary legal and institutional tools to combat corruption, but how far are the results satisfactory?

Findings reveal some kind of manipulation, as corruption is not effectively addressed and no systematic solutions are sought. Moreover, institutions lack adequate power to enforce the law; the fact which makes the gap between goals and actual findings so big.

The study examines and presents such discrepancies, with a special focus on the situation in Europe, through the “Corruption Perception Index” issued annually by Transparency International since 1994.
